Moreover, the assembly highlighted the most
prominent challenges related to sustainable
development, which are summarized as follows:
The political framework:
• The political commitment and belief in the
existence of a national responsibility toward
implementing SDGs.
• Create a state of public awareness
regarding SDGs and encourage dialogue
and participation from different stakeholders.
• Distribute responsibilities across government
and other concerned entities, allocate
appropriate financial and other sources, and
develop accountability procedures.
• Prepare detailed plans for implementing
SDGs on the national level, including
government
and
non-government
stakeholders, and determine how to achieve
all major and sub-goals in an integrated and
coherent manner.
Data Framework:
• Design and implement regulations to
measure and monitor the Sustainable
Development Goals and sub-goals.
• Establish baselines to clarify situations at
the beginning of implementing different
indicators, which will be used to judge any
progress made towards the SDGs.
• Developmonitoringand reportingprocedures
related to implementing SDGs, including the
participation of concerned stakeholders.
Recommendations and outcomes arrived at
by the two parties during the assembly:
1. The 2030 Agenda, titled “Transforming
our world,” which then called SDGs, is
considered a comprehensive global
framework. It aims to achieve development
and welfare for all nations through 17 goals
and 169 targets that are geared to strike a
balance between the social, economic, and
environmental dimensions of development.
2. The commitment of governments
toward implementing the SDGs shall be
accompanied by the commitment of SAIs
to follow-up on the implementation of these
goals according to the standards approved
by INTOSAI in order to ensure efficient,
effective and transparent implementation of
SDGs.
3. The experience of SAB and the Moroccan
Court of Audit in preparing reports
regarding their preparedness to implement
SDGs is considered a pioneering and
successful experience in terms of alerting
all concerned parties to shortcomings that
should be rectified in order to implement
the strategies and work programs related to
SDGs successfully and effectively. Also, the
discussions about these two experiences,
which were approved through audit tasks,
are a fine example of the experience and
knowledge gained by the two SAIs in the
field of sustainable development.
4. The State of Kuwait worked on adopting and
implementing the 2030 Agenda across all
fields. The Agenda was then included within
the State’s vision “New Kuwait 2035”. At the
institutional level, it was also included in the
national development plans, legislations,
bylaws, and policies by adopting major
projects that respect the three dimensions
of sustainable development. Learning the
results of the preparedness report prepared
by SAB has made it possible to capture the
experience of the SAI in this field, along with
the accomplishments and the experience of
Kuwait with respect to the implementation of
SDGs and its corresponding challenges.
