presented by the Director of Risk and Quality
Department at the State Audit Bureau of Qatar,
Sheikh Sultan Al-Thani. Several participants
from government entities attended the seminar
to exchange their experience and knowledge on
risk management and the development projects
and initiatives. Participants also discussed the
use of the best available techniques for the
measurement, assessment, and management of
risks.
Further, SAB participated in Kuwait 44th
International Book Fair to make the society
aware of its audit and professional publications.
During the Fair, SAB organized some cultural
events where it presented two audit-related
seminars. The first was on “Citizen’s Report”,
which highlighted the financial violations,
disciplinary trials, audit impacts, and SAB role in
social responsibility. The second seminar was on
“Internal Audit”; it discussed how internal audits
are important for developing the organization
and improving its performance.
Institutional and Administrative Excellence:
SAB is always keen to qualify its youth staff in
the different fields of audit, and particularly in the
area of internal audit, in order to upgrade audit
work and to enhance credibility, accuracy, and
transparency. To that end, SAB has launched
its training program “ Auditor’s Impact”. It is the
first-ever program within SAB that is aimed at
qualifying Kuwaiti newly graduates to work in the
field of internal audit and helping them to gain the
skills needed to be qualified to work in internal
audit departments of the entities subject to SAB
control. This would, thereby, serve to enhance
the abilities of these departments.
SAB also organized the second Youth Forum
under the motto “Visions”. The forum focused
on looking ahead to the future and qualifying a
promising youth generation that is equipped with
the needed knowledge and expertise. This can be
achieved through professional development and
keeping pace with the latest advancements in
the information industry. There were participants
of energetic local and regional youth. In addition,
the forum highlighted the ambitions of youth to
develop audit work and enhance communication
among generations. It also discussed a range
of topics that reflected youth concerns and
presented the best mechanisms to invest
their energies and visions in managing audit
institutions in the future.
Effective control in spite of crises:
SAB and its staff have always been keen to
perform their role in protecting and safeguarding
the public funds since its establishment and up
to the present, despite the crises that our beloved
Kuwait had to face. Such efforts were evidently
demonstrated during the Iraqi brutal invasion,
which started on August 2, 1990. The State
Audit Bureau was one of the government entities
that continued working in spite of the difficulties
and hard times. When SAB headquarters was
completely taken by the occupying army, the
then Undersecretary of SAB, Mr. Youssef Al-
Othman, took all the important documents and
stamps and made a contact with SAB President,
the late Mr. Faris Al-Wogayan, to keep him
updated with the latest news and developments
regarding the State’s affairs.
In November 1990, when the State of Kuwait
embassies started to provide amounts of money
to Kuwaiti families abroad, SAB top management
addressed H.H the Crown Prince and the Prime
Minister, the late Sheikh Saad Al-Abdullah Al-
Sabah, on the possibility for SAB to resume its
work, mission, and role to protect public funds.
This request was presented following vigorous
efforts of the State of Kuwait to obtain international
support for its liberation. Accordingly, orders
were issued by His Highness to establish offices
for SAB in embassies of Kuwait in England,
