Conclusion:
This research discussed the practical issues
that face the entities subject to SAB control
while conducting the administrative inquiry in
financial irregularities. In the first chapter, we
have highlighted these problems and their main
reasons. In the next chapter, we have displayed
the proposed solutions to face these issues,
which is in the establishment of an administrative
prosecution that conducts administrative inquiry
or introducing administrative and legislative
reforms to the current laws and regulations
and develop them to face these issues. The
paper also discussed the pros and cons of said
solutions.
It can be confirmed that introducing the
mentioned legislative and administrative reforms
is considered the ideal solution to encounter
the administrative inquiry issues in financial
irregularities, mainly that it develops the national
personnel in the long run and elevate its technical
level. It also prevents the entity from abstaining
from conducting an administrative inquiry in
financial violations due to the criminalization and
sanctions’ approach used for that purpose.
