the international developments. It also discussed
ways to guarantee sustainable development
through the adoption of administrative
and technological solutions, as well as IT-
related issues that serve to develop public
administration. Among other issues, INCOSAI
XXII has shed the light on the role of SAIs in
realizing national priorities and goals. More than
600 persons participated in this international
event. Participants included SAIs heads, audit
offices, experts, and other relevant individuals
who represented 168 member SAIs of INTOSAI
and other regional organizations.
At the regional level, SAB participated in the 58th
meeting of ARABOSAI Executive Council and
the 13th General Assembly, which took place
in Doha, Qatar. During its participation at the
General Assembly, SAB won first place in the
elections of the ARABOSAI Executive Council
with a majority vote of 13 out of 16. It was
announced at the 58th meeting of the Executive
Council that SAB was elected as the Chair of
the SDGs Audit Committee for the coming three
years, noting that SAB has been heading the
Committee since 2016.
Joint Cooperation Agreements:
In compliance with SAB strategic plan 2016-2020
concerning developing means of communication
and promoting the exchange of knowledge and
experience tobenefit fromother SAIs experiences
in the fields of control and administration, and in
order to enhance the role of SAB control, SAB
has signed a new cooperation agreement with
the State Audit Office of Thailand and renewed
the cooperation agreement with the Chamber of
Accounts of the Republic of Azerbaijan. Such
gestures would serve to strengthen bilateral
relations with other SAIs at both regional and
international levels. This would also help SAIs to
capitalize on available experiences and abilities
and to be aware of the latest methods and best
professional practices in the different audit fields.
Hosting International and Regional Events:
SAB hosted 16 audit-related regional and
international events during 2019. This includes
holding meetings, training programs, seminars,
and joint scientific symposiums, as well as
hosting a group of experts. SAB hosted the 54th
meeting of ASOSAI Governing Board, which
was held with the participation of 14 SAIs, in
addition to ASOSAI Secretariat representatives
and audit committee members. A joint seminar
with the National Audit Office of Estonia was also
hosted by SAB on “Issues to Manage Medical
Hazardous Waste” and “Marine Pollution and
its Effect on Fish Stock”. Other events hosted
by SAB include a training program on “Planning
and Implementation of Performance Audits”,
which was held in cooperation with the Center for
Audit Excellence (CAE). In its efforts to activate
the cooperation agreement concluded with the
National Audit Office of China, SAB hosted a
group of experts in the field of fighting financial
and administrative corruption.
At the ARABOSAI level, SAB organized a training
program on “Audit on Diplomatic Missions
Abroad” which was attended by representatives
from Arab SAIs. Further, a seminar was also
hosted by SAB on “Risk-based Audit” under the
cooperation agreement concluded with the SAI
of Morocco, in addition to a training program on
“Oil Sector Audit” that was organized by SAB for
auditors of the Lebanese SAI.
Local Activities and Participations:
To achieve the “Auditors and Partners” motto,
SAB seeks, at the local level, to participate in
the audit-related activities to communicate with
relevant parties. Accordingly, SAB organized a
seminar on “Risk-Based Audit; the Experience
of the State Audit Bureau of Qatar”, which was
