- An annual report on the audit and review
findings on budget implementation by ministries,
government departments, and public authorities
and establishments whose budgets are regulated
by laws. It also includes these entities’ final
accounts for the ended fiscal year. The report is
to be submitted to the President of the State, the
National Assembly, the Council of Ministers, and
the Minister of Finance before the end of October
each year.
- Special reports prepared by SAB based on
official assignments from the National Assembly
or the Council of Ministers.
- A semi-annual report on the invested funds
according to Law No. 1 of the year 1993
concerning public fund protection.
- An annual report on the financial position of
the State.
- A report on the National Assembly assignment
regarding the contracts subject to law No.
25 of the year 1996 concerning commissions
disclosure.
- Other reports issued along the year on matters
that the President of SAB deems to be of critical
importance and require consideration.
Remarkable Audit-related Activities:
On the top of SAB’s achievements list for 2019
is the SAB report on budget implementation of
ministries, government departments, public
authorities and establishments and their final
accounts for the year 2018 /2019. Another
remarkable achievement of SAB is the report
of audit indicators, which included a brief to
the major points outlined in the annual reports
and the audit indicators that were observed
from reports and other publications related to
assignments and studies. This is in addition to
the second edition of the Citizen’s Report, which
was issued by SAB under the motto of “Sound
Control.. towards a New Kuwait”. This edition
was prepared to underline the significance of
control and to make citizens aware of the aspired
social accountability to achieve development
and prosperity in the State of Kuwait. Since
the protection of the State’s assets is among
our social responsibilities, this report calls
for consolidating our efforts to safeguard the
assets of our country in order to ensure that
Kuwait continues its humanitarian donorship.
The report also included some brief subjects
on SAB control activities, presented in a simple
and easy language and terminology to address
all society levels. The purpose is to enhance
the role of society in protecting public funds
and to reinforce social accountability through
communicating with the citizens.
Regarding studies on performance assessment,
SAB issues follow-up studies once every three
years to assess and follow up on some audit
topics. Among the major studies of SAB were a
study on the efficiency and effectiveness of the
training center of Kuwait Petroleum Corporation,
assessment of the Ministry of Electricity and
Water on its efficiency and effectiveness
to provide fresh water, assessment on the
procedures to limit marginal labors, a study to
assess the efficiency and effectiveness of entities
concerned with combating desertification, and a
report to assess the efficiency and effectiveness
of the collection system of fees on government
services using government electronic financial
stamps and e-payment in some government
entities.
International and Regional Achievements:
One of the major achievements of SAB at the
international level was its participation in the
INCOSAI XXIII, which was held in Moscow,
Russian Federation, in September 2019. The
INTOSAI Congress is one of themost international
conferences to discuss issues related to the
basic challenges facing the world economy and
