Recommendations:
First: A special recommendation for the
National Assembly:
• Amending previous legislation issued to
encounter disasters and crises while taking
into consideration the applied laws. It is
recommended to deliver an official letter to
the Speaker of the National Assembly with
this regard.
Second: Special recommendations for the
Council of Ministers:
1. Applying plans and public policies to
manage crises and disasters. Devoting
the efforts of the potentially skilled in
Kuwait, and forming a higher commission
to manage contracts for facing and
overcoming future crises with minimum risks
and costs. It is worth mentioning that SAB
has already recommended these aspects in
several past reports.
2. Activating framework agreements for the
public entities’ collective purchases to
provide the basic similar needs among said
entities (such as pharmaceuticals, medical
supplies, and other consumables)
3. Setting up and supporting national
industries for primary medical supplies
based on the approved international
standards to meet the basic needs of the
health system.
4. Activating remote conferences between
control entities and the governmental bodies
as well as between one governmental entity
to another.
5. Setting up and supporting national

standards to meet the basic needs of the
health system for small and medium-sized
projects.
6. Reviewing the need to construct labors’
cities and evaluating the project in light of
the latest developments and governmental
trends. That is through reconsidering the
demographic structure and investigating
its negative and positive implications on
the society and economy in Kuwait. When
it is deemed necessary to construct these
cities, it is important to consider proposing
an appropriate method to present the
project. That is through following the
safety requirements and understanding
the public entities’ capability to set up an
infrastructure and draw from other countries’
best practices to reduce the costs imposed
on the public funds. It is also imperative
to allow the private sector in Kuwait to
participate in this project.
We recommend submitting an official letter to
the Prime Minister in this regard.
Third: Special recommendations for SAB:
1. Activating remote correspondence for the
topics that do not include attachments
for Pre-Audit. That is for the positive role
it plays in facilitating the procedures,
reducing the document cycle of the
business, mitigating the financial burden
on the country’s budget, and limiting
the number of correspondents and car
rentals. The activation of this mechanism
must be applied in light of regulations and
procedures that are consistent with the time
of reviewing the topics within the Pre-Audit
Department, which is limited to 7 days.
2. Improve the pre-audit system to enable
auditors to work remotely.
3. Recognize the use of e-mail and
e-signatures in the correspondences
between SAB and the auditees when data
