Coronavirus
SAB Forms a Team to Review
Emergency Contracts
Due to the unusual and exceptional
circumstances facing the nation and the
implications of the Novel Coronavirus outbreak,
the Council of Ministers post its meeting no.
(7/2020) on 17/02/2020 ref., 3368-36011 doc.
24/02/2020 passed a resolution no. (302) calling
for setting up a team to review the developments
of the Novel Coronavirus (COVID-19). The
Team is to be responsible for taking all the
required arrangements and measures to tackle
the implications of the outbreak of this disease,
particularly after its flare-up in neighboring
countries. Said measures are to be applied
to cover the treatment and prevention of the
disease along to limit its outburst, implications,
and risks within the country. The Team of which
headed by the Minister of Health, Dr. Basel Al-
Sabah is responsible for keeping up with the
developments of this pandemic and apply the
necessary arrangements, actions, and measures
to limit its outbreak in Kuwait. The Team is also
in charge of keeping abreast of the disease’s
developments on national and international
scales and providing the required treatments
and preventive supplies in light of the current
events, and Based on the above,
the Technical Office of the sector has developed
a memorandum as per the instructions of the
Deputy Assistant Undersecretary of the Pre-
Audit and Technical Support, Mr. Sulaiman Al-
Busairi. The document was submitted to Mr.
Abdul Aziz Al-Holi SAB’s Acting Undersecretary
on 11/03/2020, stating the importance of forming
a working group to keep up with the emergency
cases in different governmental contracts. The
Team is to help in facilitating the completion
of topics that are to be presented to SAB for
pre-opinion, in alignment with the provisions of
articles (13) and (14) of its Establishment Law
no. (30) of 1964 and its amendments. SAB has
practiced its jurisdiction in pre-audit under the
articles (13) and (14) of SAB Establishment Law
no. (30) of 1964 amended with the law decree
no. (4) of 1977.
The Team held its first meeting on Thursday,
12/03/2020, to facilitate the procedures. Among
such mediation is the Team’s ability to informally
receive topics from the entities before getting
the approval of the required audit bodies. The
Team would then fully review these topics and
offer feedback to the entities regarding the
