required documents and clarifications to be
later submitted when officially delivering the
items to SAB. SAB offers this gesture to reduce
the required document cycle to carry out the
business. The above-mentioned meeting has
also set up the applied working mechanism.
According to SAB resolution no. (153) of 2020
issued on 21/04/2020, an emergency planning
working group is to be formed consisting of
members of the Pre-Audit and Technical Support
Department to investigate the topics relevant
to the Coronavirus implications. The Team is
supervised by Mr. Sulaiman Al-Busairi - Deputy
Assistant Undersecretary of Pre-Audit and
Technical Support Department and Chaired by
Mr. Walid Al-Muzidi, Deputy Director of Social
Affairs Pre-Audit Department.
Technical staff members from the Economic
and Social Affairs Pre-Audit Department
and members of the Technical Office, and
Engineers from the Technical Support
Department along with several staff members
from the Services, Building’s Maintenance,
and Operations Department are among the
formed Team. Said Team is to perform its
duties as indicated below:
1. Specify the required basic data for
the topics to be delivered to the Pre-
Audit Department on the implications
of the Coronavirus outbreak in light
of the instructions provided by the
formed governmental Team or any other
corresponding public entity.
2. Contemplating the topics promptly
based on the relevant above-mentioned
instructions and finding proper solutions,
applying the requirements in alignment with
the articles (13 & 14) of SAB Establishment
Law no. (30) of 1964 and its amendments.
3. Amending the drafts of the issued opinion
letters in a way that documents the
exceptional condition when reviewing the
topics based on the current events.
4. Coordinate with the relevant audit entities
regarding the topics.
5. Reviewing any other topics or tasks
assigned to the Team.
The Team is allowed to refer to any subject matter
expert within SAB as perceived necessary.
Main Achievements and Assignments
Carried out by SAB’s Emergency Review
Team during the Corona Crisis:
Meetings:
• A meeting was held between SAB and
the Ministry of Health on 12/03/2020
at the Ministry’s premises to define the
procedures to be followed during the
time of contingency, particularly when
presenting topics to SAB. The Ministry of
Health Undersecretary- Dr. Mustafa Ridha,
and the Deputy Director of Social Affairs
Pre-Audit Department - Walid Majed Al-
Muzidi were present at the meeting. The
main procedures to be followed when
presenting the topics before SAB’s pre-
