SAB hosts experts from the Korean Board of Audit and Inspection
I
n activation of the first phase of the two SAIs co-
operation agreement, the State Audit Bureau of
Kuwait hosted experts of the Korean Board of Audit
and Inspection. The visit came to fulfill the aim of
discussing the subject concerning (the examina-
tion of specialized technical aspects of construction
projects, tenders and public-private partnership
projects P.P.P) of the Korean Board of Audit and In-
spection. The said seminar took place during the
period from 14 to 18 of August 2018 at the State
Audit Bureau Headquarters.
The seminar aimed at specifying the technical work
streams of the tenders and the construction proj-
ects, along with informing the participants with the
audit and examination mechanisms vis-à-vis the
construction projects, tenders and public-private
partnership projects. The said derived from the laws
and guidelines stated by SAB, which are applied at
the phases prior and subsequent the contracting,
in addition to the exchange of experiences among
both SAIs. More than a few themes were discussed,
e.g. construction projects concept, definition, stag-
es as well as to the audit and examination methods
used throughout the several project stages, besides
each stage significant remarks.
SAB delegation gave a presentation on the State
Audit Bureau and the utilized guidelines, accompa-
nied with a brief explanation of SAB`s seminar ma-
terials that took place with the team to exchange
experiences and discussions. The presentation also
previewed cases of some of the P.P.P Projects Au-
dits. The Korean members presented their SAI`s ex-
periences to serve mutual purposes.
SAB`s technical team participating at the seminar
consisted of Mr. Sultan Al-Otaibi - Chief Auditor
of Performance Audit Department , Mrs. Ibtisam
Al-Rfiai - Chief Engineer of Technical Support De-
partment, Mrs. Hanan Al-Ghurair - Chief Auditor of
Technical office at the Ministries & Government De-
partments Audit Sector, Mrs. Hanan Ben Salamah
– Auditor of Independent Bodies at the Economic
and Services Affairs Audit Department and last but
not least Mrs. Latifa AL-Hussanini - Assistant Audi-
tor of the Supplementary Bodies of the Social and
Public Affairs Audit Department.
It is worth mentioning that both SAIs concluded a
cooperation agreement back in 2016 in order to
strengthen the bilateral relations between the two
parties at various fields especially training and audit
fields. It also aimed at expanding the horizons and
areas of cooperation, and coordination between the
two SAIs at the audit organizations in which both
SAIs are members at, either at the regional or inter-
national level.
The seminar closed-up with a set of recommenda-
tions. The participants highlighted the importance
of pursing the work on holding bilateral meetings
concerning specialized topics with the focus on the
followed audit methodology and the audit results,
as well as to audit impact regarding the enhance-
ment of the work environment.
The recommendations included the importance of
studying the possibility of expanding the participa-
tion to engage the concerned parties in the topic of
the seminar, organizing a joint specialized seminar
between the Kuwaiti and the Korean SAIs with the
concerned community to contribute to the aware-
ness of the audit community. The said is to assure
the aims of the seminar, which mainly are focused
on exchanging experiences among both SAIs. As
well as to specifying the technical tracks of the ten-
ders and the construction projects, as well as to
preview the audit and examination mechanisms vis-
à-vis the construction projects, tenders and Public-
private partnership projects, in light of SAB`s laws
and guidelines concerning phases prior and subse-
quent the contracting, in addition to the exchange
of experiences among both SAIs
