“SAB” hosts a workshop on
“Activate the Automated Systems to increase
Audit and Control Performance Efficiency”

ithin the framework of the
joint agreement between
SAB and the Asian Organiza-
tion of Supreme Audit Institu-
tions members (ASOSAI) , SAB
hosted a workshop on “Activate
the Automated Systems to in-
crease Audit and Control Per-
formance Efficiency” during the
period from 7 to 9 May 2018 ,
in cooperation with the National
Audit Office of the People's Re-
public of China (CNAO).
The event came within SAB strategy (2016-2022)
which aims at strengthening cooperation and ex-
changing knowledge and expertise with the fellow
peers, international organizations as well as to the
regional groups. Alongside to enhancing and sup-
porting SAB institutional capabilities and the staff
members` professional abilities.
The workshop discussed the comparison be-
tween the applied automated systems at the State
of Kuwait and China, and their efficiency. It also
reviewed the Chinese experience with applying
National IT System in the audit process, data col-
lection procedures from the entities subject to its
control, and data verification and documentation.
Several presentations were presented on how to
“Activate the Automated Systems to increase Au-
dit and Control Performance Efficiency”, besides
the pivots of Audit Operations Management Sys-
tem, its role in planning and managing the resourc-
es, and the evaluation of audit work performance.
Alongside to the methodologies and the utilized
technical tools in the audit and data analysis pro-
cesses, the use of the historical data in planning,
auditing and analysis works , as well as the meth-
odologies used in electronic archiving and its man-
agement through the SAI.
The workshop included several presentations of
both SAIs. SAB presented the role of Pre-audit,
the Audit Management System (AMS) and the Au-
dit Encyclopedia, in addition audit by using Data
Analysis.
The National Audit Office of China (NAOC) pre-
sented its experiences with on IT systems, techni-
cal tools and means applied in the processers of
audit and data analysis and verification, archiving,
and concluded the presentation program with re-
sults and recommendations.
On behalf of SAB Acting President Mr. Adel Al-
Sarawi, the Assistant Undersecretary of the Ad-
ministrative & Financial Affairs and IT Sector, Mr.
Essam Al-Mutari said that the workshop imple-
mentation occurred within the 2nd stage of the
agreement activities signed between the SAB and
CNAO. He also added that the workshop contrib-
utes to the enhancement of the technical informa-
tion and expertise exchange between the two fel-
low SAIs.
Al-Mutari added that the IT systems showed rapid
drastic developments, and referred to the fact that
their utilization shall achieve great accuracy and
also ease the performance of the SAIs assigned
tasks. Due to the said developments, an urgent
need emerged regarding increasing the efforts in
order to enhance the capabilities of staff mem-
bers, develop their skills, train them on the efficient
and effective use of the new systems, and work
manuals.
He also assured that SAB is keen on activating the
work systems and manuals, besides consequence
updates of the said manuals in line with the recent
