The scientific forum concluded with a number of recommendations related to
auditing which are the following:
1-
The importance of implementing risk-based audit, as it represent the current
global trend for all SAIs. In addition to the need to follow the International Standards
concerning the continuous development for the audit process.
2-
Outsourcing and using the audit institution scientific researches on risk-based
audit in order to improve the audit process.
3-
Discussing the risk-based audit plan with the concerned team will provide a vision
obtained from different perspectives related to the organizational governance and
future vision for the audit institutions.
4-
The urgent need of the audit institution for providing training and strategy on the
capacity building of the external auditor in order to update knowledge and acquire
the skills needed for using the advanced computer tools.
5-
The importance of participating in defining and evaluating the legal risks.
6-
Developing a methodology for defining and evaluating legal risks by creating a
manual for government entities based on the INTOSAI standards.
7-
The process of defining and evaluating risks is considered a tool that helps the
SAIs in performing the annual audit duties in a timely manner and applying that to
many institutions and entities in the country.
8-
The audit plan must cover all the substantial risks in order to achieve countries
strategic goals and policies.

Working on enhancing capacities, efficiency and usage of visual data through the
risks matrix. The audit plan must cover all the substantial risks to achieve the coun-

The importance behind the auditors compliance to keep pace with the growing
number of data by auditing using advanced audit analysis tools such as ACL and
IDEA.

The significance of the risks management tools for all entities due to their numer-
