Q1. what is the historical background
of your SAI, and how would you
describe its.
The State Audit Office of Vietnam (SAV) was
estalished on 11 July 1994. It was then an agency
subordinate to the Government till 2006. SAV was
transformed into an agency that is established by
the National Assembly, operating independently
and abiding by the laws only in 2006 when the
first State Audit Law was enacted. It audits the
management and use of public finance and
assets. The legal status of SAV is defined in the
Constitution of the Socialist Republic of Vietnam.
The function of the SAV is to make assessments,
verification, conclusions and recommendations
on the management and use of public finance
and assets. Its audit results are used for the
management, execution, monitoring, approval
and decisions on critical issues in public
finance and assets management and state
law and policy improvement. Therefore, SAV
plays a crucial role in controlling public funds,
detecting irregulations and losses thereto so as
to strengthen the efficiency of the use of public
finance and assets in Vietnam.
Q2. To what extent independency and
support are provided to your SAI?
Vietnam’s Constitution 2013 ensures the
independence of SAV. It provides for state
audit activities to be in line with the principles
of independent operations and abiding by laws
only, and of honesty, objectivity, publicity and
