The Report Objectives
The third edition of SAB s Citizen Report
addresses the citizens directly. It aims to:
• Educate citizens on the role of SAB, its
duties, and audit reports.
• Enhance communal accountability
to develop work and improve public
performance.
• Implant the values of integrity and respect
for the law in the citizens.
• Implement international standards-
particularly ISSAI 12, which encourages SAB
and other SAIs to communicate and open
up with relevant stakeholders and create a
difference within the lives of citizens.
The target audience of the Citizen’s Report:
SAB strives to enhance communication with
different segments of the society, such as the
citizens and civil society organizations. It also
addresses writers and activists interested in
public affairs.

An Overview of SAB:
This section illustrates the various departments,
expertise, and technical specializations within
SAB. In this year’s report, the SAB’s Technical
Support Department was showcased. The
Department is known to be the audit-engineering
tool that provides the specialized technical
opinions in engineering fields to achieve effective
control over the public funds.
Financial Implications Achieved from
SAB Control:
Through its report, SAB displays the achieved
benefits from its audit operations, such as
reducing costs, increasing revenues, and
collecting unjustly managed funds. With its audit,
SAB has attained public funds’ savings of K.D
467,676 million that is accumulated savings
worth K.D 8.7 within the state’s funds for each
K.D 1 expended on SAB during the fiscal year
2019/2020.
The Role of SAB during the
Coronavirus Pandemic:
This year, and due to the exceptional
circumstances witnessed by the nation due to the
pandemic, SAB has been striving to resume its
control role and protect public funds. Therefore,
a team was formed to follow up on the emerging
issues in the different public entities’ contracting
when dealing with the Novel Coronavirus. The
team simplifies and facilitates the requirement
and procedures of contracting for topics to be
presented before SAB for its pre-opinion.
The Role of SAB in Combating Corruption:
The SAB has had a significant role in fighting
corruption. Its role has been highlighted by
supporting the judiciary system with the required
audit reports. This also included the statement of
the High Court on 16/08/2020 regarding the case
56/2018 regarding the Public Prosecutor inventory
